Noah was considered to be a perfect and just man in his generation - 

Genesis 6:9
[9]These are the generations of Noah: Noah was a just man and perfect in his generations, and Noah walked with God.
Abraham was commanded to be perfect - Genesis 17:1

Genesis 17:1
[1]And when Abram was ninety years old and nine, the LORD appeared to Abram, and said unto him, I am the Almighty God; walk before me, and be thou perfect.

Leviticus 22:21 suggests that perfect means lacking blemish

Leviticus 22:21
[21]And whosoever offereth a sacrifice of peace offerings unto the LORD to accomplish his vow, or a freewill offering in beeves or sheep, it shall be perfect to be accepted; there shall be no blemish therein.

TMH commands Israel to be perfect - 

Deuteronomy 18:13
[13]Thou shalt be perfect with the LORD thy God.


Matthew 5:48
[48]Be ye therefore perfect, even as your Father which is in heaven is perfect.

2 Corinthians 13:11
[11]Finally, brethren, farewell. Be perfect, be of good comfort, be of one mind, live in peace; and the God of love and peace shall be with you.
